Heze is a prefecture-level city in southwestern Shandong Province, with a population of 8.8 million and an area of 12,256 square kilometers. It is internationally recognized as the "Peony Capital of China," home to the world's largest peony cultivation and exhibition base.
Peony cultivation in Heze dates back over 1,400 years. The Caozhou Peony Garden alone covers over 1,600 acres and displays more than 1,500 peony varieties. Every April and May, the International Peony Festival draws visitors from across China and abroad to witness the spectacular bloom.
Heze is also the homeland of Sun Bin (381-316 BC), the legendary military strategist and descendant of Sun Tzu. Sun Bin Tourism City preserves and celebrates his strategic legacy. The city is deeply connected to the "Water Margin" story cycle, with several counties having direct ties to the novel.
In recent years, Cao County (administered by Heze) has gained national fame as China's largest production base for Hanfu — traditional Han Chinese clothing. The county's e-commerce-driven Hanfu industry has become a cultural phenomenon, reviving traditional fashion for a new generation.
The Yellow River flows through Heze's northern territories, shaping the region's geography and agricultural prosperity. The fertile floodplain supports abundant grain, cotton, and fruit production, making Heze an important agricultural base in Shandong.
Heze has a recorded history spanning over 4,000 years. The area was part of the ancient state of Cao during the Zhou Dynasty (1046-256 BC), from which the name "Caozhou" — the historical name of Heze — is derived.
During the Warring States period, the legendary military strategist Sun Bin was born in what is now Heze's Juancheng County. His military treatise and strategic innovations built upon his ancestor Sun Tzu's "The Art of War."
Heze's peony cultivation tradition began during the Sui and Tang dynasties (6th-9th centuries) and flourished through the Ming and Qing periods. By the Qing Dynasty, Caozhou (Heze) was already renowned as the peony capital of China, with extensive gardens cultivated by scholars and officials.
The Yellow River has profoundly shaped Heze's history. The river's frequent course changes and floods over the centuries have both enriched the soil and brought periodic devastation. Many of Heze's counties were repeatedly affected by major Yellow River floods.
In the modern era, Heze remained predominantly agricultural until the late 20th century. The 1990s saw initial industrialization, and the 2010s brought explosive growth in e-commerce, particularly driven by Cao County's emergence as a Hanfu manufacturing powerhouse.
Heze's economy is driven by agriculture, textiles, e-commerce, and chemical processing. In 2024, the city's gross domestic product reached approximately 440 billion yuan.
Agriculture remains the foundation of Heze's economy. The city is one of Shandong's major grain producers, with wheat, corn, and cotton as primary crops. Heze is also China's largest peony cultivation base, with peony-related industries including flower exports, essential oils, cosmetics, and peony tea.
Cao County's Hanfu industry is a remarkable economic phenomenon. Leveraging e-commerce platforms and internet culture, Cao County has become China's largest Hanfu production center, accounting for over one-third of the national market. The county is also a major producer of performance costumes, wood products, and agricultural machinery.
The peony industry extends beyond horticulture into pharmaceuticals, cosmetics, and food processing. Peony seed oil, peony tea, and peony-derived skincare products are growing export categories.
Chemical processing, particularly in coal chemicals and fertilizers, represents the heavy industrial component of Heze's economy, concentrated in the Dongming County petrochemical zone.
